                         Ms.
                        Gilstrap graduated from Appalachian State University in
                        1979 with a Bachelor of Science in Biology.  She
                        has been employed as an Environmental Health Specialist
                        since 1988.  She has worked for the Northampton,
                        Craven, Beaufort and Carteret County Health Departments.  She is currently serving as the Large Wastewater System
                        Program Specialist in Carteret County. 
                         
                        Ms. Gilstrap is an active member in the North Carolina
                        Public Health Association/Environmental Health Section,
                        the Eastern District North Carolina Public Health
                        Association/Environmental Health Section, the
                        Northeastern Environmental Health District, and the
                        Eastern District Supervisors Association. 
                        
                         
                        Ms.
                        Gilstrap is currently serving as the Chairman
                        of the Board.
